Canadian Documents Legalization/Attestation

Legalization is the second step in the “Authentication and Legalization process” of any document. 


For the Canadian documents to be recognized in any foreign country they must be authenticated by Global Affairs Canada in Ottawa or Official Document Services (ODS). 


After successful Authentication, they must then be sent to the foreign country mission (Embassy or Consulate) to be legalized (attested), a process that has specific requirements depending on the country.

This is called authentication and legalization. It is a 2-step process:

  1. Global Affairs Canada OR Official Document Services (ODS) Authenticate the document.
  2. The Embassy or Consulate of the destination country legalize the documents

Global Affairs Canada, Official Document Services and each Embassy have specific requirements for the documents authentication and legalization.


You require a stamp from the embassy of the destination country in order to legalize your documents. 


Each embassy has its own specific requirements for the authentication and legalization/attestation of documents. 


Please note another term for legalize is to attest. Another term for embassy is consulate. These terms can be used interchangeably.


Acquiring the stamp from the embassy of the destination country after you have authenticated your documents is the process of legalizing notarized documents. As mentioned above, authentication requires a verification of the seal, stamp and signature of the notary public or commissioner of oath. 


Each embassy has specific requirements for the authentication AND legalization of documents.  


A photocopy of an original document produced and certified by a person authorized to do so.


Before documents can be authenticated by the Government of Canada they need to be certified or notarized. The rules for certification of documents and who qualifies as a Canadian notary public change between provinces and territories.  


Notarized or certified means that a Canadian notary public or commissioner for oaths has signed or put a seal on your document or on a separate certificate that they have prepared, signed and attached to it.

Before a document can be authenticated and legalized it must be translated. As mentioned above this can be done by a notary public who can attest to speaking both languages OR by using a reliable translation service.
